What should I do to the neighbors about my puppy?

On 6/20/11 My daughter's little 8 month old chihuahua puppy got killed by the neighborhood dogs.This has happened before to different people 4 or 5 times already in this neighborhood.Almost all of my neighbors say I should call the sheriff,should I?
