Can a cop give me a ticket after he pulls me over?

I was riding my Motorcycle on an unmarked road ( all it says is end 35) he claims he clocked me going 70. I pull over and he asked for my credentials. I didn't have my license on me due to the fact I was going 1/4 mile down and back to just run the bike cause it hadn't been ran in 2 weeks. He tells me to come by the sheriffs office the next day during his shift. I went there right when his shift started and he scanned my license and proof of insurance and tells me to leave. So the question is can I get a ticket for speeding when he didn't give me one when he pulled me over or while i was at the sheriffs office. This is in Northern Virginia.
