Can my tenants wife sue even though shes not on rental contract?

Threating to sue over security deposit amount I will return. She claims damages arent that bad...filthy rug, broken ceiling fans, converted garage with no permission, broken thermostat etc. Claming she can get sheriff to force me or serve me with papers even though California law is 21 days for a returnable security deposit.
