Who would I contact about?

an adult accessing pornography and giving it to minor or using a minor to obtain pornographic material? I've tried contacting the local sheriff department and they don't seem to have a department to deal with this. This is occurring on Woodbine Court and Zinnia St, in Bakersfield, California. Is there someone else who I could contact in government that might investigate.
